Exception	Condition
InvalidOperationException	Thrown when RunoffMethod is ToC(TimeofConcentration). Thrown when InitialAbstractionType is Depth.

Remarks

This value only works when RunoffMethod is SCS(SoilConservationService), and InitialAbstractionType is Fraction.
