Creating and defining the horizontal alignment is one of the first steps
in roadway, railroad, or site design.
Note: Sites are usually associated with a site, though you can create a "siteless" alignment and then associate it
with a site later. This may be useful if you want to create and manipulate an alignment that doesn't interact
with objects in an associated site. An alignment on a site interacts with objects in the site in two ways:
- If an alignment exists on a site with parcels, the alignment will subdivide any parcels it crosses over.
- If one or more alignments on a site form a closed region, a parcel will be created from the region.
